Requirements

Civil Air Patrol (CAP) is seeking a Chief Operating Officer (COO) to lead its National Headquarters located in Montgomery, Alabama. Civil Air Patrol, the official auxiliary of the U.S. Air Force, is a nonprofit organization with 56,000 members nationwide, operating a fleet of 560 aircraft. CAP, in its Air Force auxiliary role, performs 90 percent of continental U.S. inland search and rescue missions as tasked by the Air Force Rescue Coordination Center (AFRCC), and is credited by the AFRCC with saving an average of 84 lives annually. Its volunteers also perform homeland security, disaster relief and other missions at the request of federal, state and local agencies. The members play a leading role in aerospace education and serve as mentors to more than 23,000 young people currently participating in the CAP cadet programs. Summary:


Administers the daily affairs of the CAP Corporation. Develops the overall business strategy to implement the general direction received from the Board of Governors (BoG) and the Chief Executive Officer (CEO) to meet the needs of CAP’s varied customers, volunteer members, the communities we serve, and our employees. Builds a senior executive team and leads by example to develop and maintain a positive organizational culture. Allocates capital judiciously against competing priorities. The Chief Operating Officer administratively reports to the BoG but is under the operational direction of the CEO.


Roles and Responsibilities:


Assist the BoG and the CEO in developing CAP’s Strategic Plan and leads the staff in executing the approved plan.


In conjunction with the CEO, conduct analysis and makes resource trades required to pursue new, higher priority tasks, including recommending where resources should be reduced from lower priorities, where the corporation can accept more risk or divest completely.


Ensure CAP complies with the Code of Federal Regulations for Grants and Cooperative Agreements (2 CFR Part 200).


Ensure that CAP has the practices, processes and staff in place to be operationally efficient.


Facilitates preparation for successful enterprise-wide audits


Ensures CAP is prepared for all audits (including but not limited to enterprise-wide financial and IT audits). Ensures the identification and mitigation of any strategic risk to the corporation.


In conjunction with the CEO, develop CAP’s annual $65M Federal and $3.5M Corporate budgets and ensure they are effectively managed.

Carefully considers the competing major procurement expenditures and appropriately manages CAP’s capital.

Along with the CEO, serves as a member of the IT Executive Committee.

Collaborate with the CEO and the CAP Chiefs/Directors to continuously improve systems, processes and personnel performance in order to achieve CAP’s objectives.

Leads, motivates, and mentors the management team to foster a success-oriented, accountable environment within CAP.

Communicates in an effective manner with all levels of the organization to ensure everyone associated with CAP knows and shares CAP’s vision and strategy.

Demonstrates and inspires others to live by CAP’s Core Values of Integrity, Volunteer Service, Excellence and Respect through actions and words.

It is critically important for the success of the organization that the COO and CEO build a strong partnership focused on the fact that CAP’s paid and volunteer staff act as one cohesive team.

The COO is responsible for the supervision, and effectiveness of the National Staff which includes both the paid and volunteer staff.

Applies EEO concepts and requirements to meet Corporate-level obligations and maintains appropriate work environment to ensure fair and impartial treatment of employees. Supports the corporate “Open Door” policy to receive and resolve employee concerns.

Works with the CEO and the BoG to define and lead CAP’s diversity, equality, and inclusion (DE&I) efforts.

Creates an environment that is committed to diversity, equity and inclusion allowing each employee and volunteer to bring their authentic selves to the work of CAP. That environment will also foster open communication.

Represents CAP to our customers and community leaders.

Acts as Executive Secretary to the BoG and represents the BoG at National Headquarters. In this capacity, provides independent advice on matters of importance to the BoG.

Acts as an advisor to the CAP Senior Advisory Group and the CAP Command Council.


Basic qualifications:

 

  • More than 15 years’ experience in senior management/leadership roles in military/business disciplines that translate to the COO functions. This must include proven strategic leadership experience achieving quantifiable results by motivating others while serving in an operational or program management role at a senior level of an organization with a budget of over $65M, at least 100 to more than 56,000 people, with specific skills in ensuring synchronization, coordination, collaboration, and unity of effort between a higher headquarters organization and a large, distributed field organization.

  • Comprehensive understanding of organizational finance principles coupled with proven ability to understand and manage CAP’s planning, budgeting, and financial execution processes as they are being executed by the staff.

  • Masters’ degree from an accredited institution is required.

  • A demonstrated servant leader who would embody CAP’s core values in the accomplishment of CAP’s missions and leading and mentoring volunteers and staff.

  • Exceptional communication (written/verbal/interpersonal) and time management skills.

  • An adjudicated personnel security investigation for security eligibility. Applicant must possess or have the ability to possess a Secret security clearance.

  • Must work on-site at Maxwell Air Force Base, Montgomery, Alabama

  • Position regularly requires long hours and frequent weekend work.

  • Position requires extensive travel including frequent overnight and occasional international travel.


Preferred qualifications

  • A working understanding of General Aviation, including regulatory and legal requirements, certification, procedural and operational aspects, and industry trends

  • Knowledge of and/or experience in managing CAP’s operational missions of Aerospace Education, Emergency Services, and Cadet Programs.

  • Senior-level military experience.

  • Demonstrated experience with developing, managing, and assessing the effectiveness of diversity, equality, and inclusion initiatives.

  • Senior-level leadership experience in the non-profit community to include demonstrated skills in managing and motivating large numbers of volunteers and in other areas unique to non-profits.

Salary Range: $180,000 to 190,000
