The Director of Personnel & Member Actions manages the corporate personnel program for volunteer members of Civil Air Patrol. Responsible for the CAP Membership System, collection of membership dues and the Wing, Region and National Corporate dues structure. Responsible for managing, developing, maintaining, and updating all publications in the CAP personnel series. Develops and recommends personnel policies; writes and revises governing directives and forms. Prepares briefings and seminars on a variety of personnel subjects. Acts as advisor to the volunteer staff on personnel issues. Accountable for implementing CAP’s goals, objectives and strategies related to personnel and member actions. Oversees national committees/appointments, cadet and professional development registrar functions, testing control, awards, promotions, terminations, adverse actions, retirements, unit charters, counterdrug screening/training and membership screening. Collaborates with Marketing and Communications department on recruiting and retention initiatives. Works in direct contact with the Chief of the CAP Legal Officer Corps concerning requests for appeals, hearings, and/or reports. Maintains all records for proceedings, publishes final decisions and prepares the annual report for the Board of Governors. Performs other duties as assigned.
QUALIFICATIONS

Bachelor’s degree required; Master’s degree preferred from an accredited college or university.

Must have ten years management experience in a nationwide nonprofit membership organization.

Knowledge of Civil Air Patrol personnel policies desired.

Must have strong interpersonal skills and the ability to communicate persuasively, both orally and in writing, with managers, staff and the public.

Must have extensive working knowledge of MS Word, Excel, and PowerPoint;

Power BI experience desired.

Must be able to handle sensitive situations, uphold confidentiality, and deal with a wide variety of personnel at all levels.

Must have prior supervisory experience.

Experience managing a membership call-center desired.

Some travel required.
