Maintain accurate financial records and ensure the effective management of financial operations within Civil Air Patrol’s regions. Process and transmit unit-designated transactions through CAP’s national headquarters. Performs other duties as assigned and approved by supervisor within the limitations established for the position. Employees who are also CAP members must not perform volunteer duties while in paid status and must not serve in any position that presents a conflict of interest or appearance thereof.
ESSENTIAL DUTIES:
Region Financial Management:

Timely performance of all accounting functions for the eight Civil Air Patrol regions, including but not limited to the following:
-
Depositing and posting cash receipts
-
Reviewing, correcting, and posting all account payable transactions.

Maintaining vendor records and files
-
Reviewing and posting credit card transactions
-
Ensuring all transactions are recorded to the proper account, supported with proper documentation, and uploaded to the document storage system
-
Completing bank reconciliations
-
Recording voided and non-sufficient fund checks
-

Collaborate with Region leadership to draft, review, and refine financial policies and procedures. Assist in the development of new methods and guidelines as needed.

Create training materials for members based on Region policies and procedures and provide to new and existing members when needed.

Enter and maintain annual budgets for each Region in the accounting system and provide monthly reporting.

Reconcile Region financial reports to the accounting system monthly and update as required.
-
Serve as primary administrator for online payment accounts and applications such as Stripe, PayPal, and merchant accounts as applicable.
Corporate Matching Processing:
-
Manage the corporate matching application process by units and individuals within the matching gifts vendor portals, providing approval of volunteer hours, confirmation of funds and accuracy of funds transmittal based on designation.

Create projects within matching gift portals on behalf of CAP units with requested information. Manage and monitor changes within the matching gift portals and guidelines to inform senior leadership of challenges and progress. Create processes to support portal work and mitigate challenges.

Research designations for donations, donor information and enter information into the appropriate software.

Provide electronic funds transfer, W-9, and IRA tax-exempt letters to participants and/or charitable giving organizations as needed.

Guide and direct Civil Air Patrol members on completing matching gifts paperwork and grant applications as needed by developing clear processes.

Answer questions regarding matching gift donations, application, approval, receival, deposit, accounts payable payment date, and contacts and update FAQ guidelines for posting as needed. Create and communicate matching gifts processes to Wing Bookkeepers and WFAs, including management of FAQs.

Ensure full accountability and transparency in all processes related to application, research, data collection, data entry, and soft crediting.

Communicate with the finance department regarding the receival of funds, donor designations, updates on receival and payout, and redirecting funds without backup.

Maintain all pertinent spreadsheets and logs in a timely basis

Provide ongoing communications for clarity and consistency with external organizations.
EDUCATION AND EXPERIENCE:
-
Associate degree in business or accounting preferred.
-
Two years of verifiable experience in an accounting position.
REQUIRED SKILLS / ABILITIES:
-
Experience with accounting software and a broad range of accounting duties in a computerized environment, including accounts payable and accounts receivable.

Knowledge of administrative procedures and practices relating to files and experience operating office equipment.
-
The ability to work occasionally on short notice is required.

Intermediate to advanced Microsoft Office 365 skills
-
Ability to compose non-technical correspondence using a strong command of the English language and proper punctuation.

High level of interpersonal skills, including poise, tact, and diplomacy.
CERTIFICATES, LICENSES, REGISTRATIONS:
-
Relevant certification such as Certified Bookkeeper (CB) is desirable but not mandatory.

A valid State drivers' license and a driving record acceptable to CAP's liability insurance providers.
-
Ability to obtain and maintain security credentials required for access to the workplace.
PHYSICAL AND ENVIRONMENTAL DEMANDS:

Prolonged periods sitting at a desk and working on a computer.

Must be able to lift up to 15 pounds at a time.
