Job Summary
Serves as an analyst, evaluator, and advisor to management on the effectiveness and efficiency of Civil Air Patrol (CAP) 's missions, programs, and functions. The incumbent provides managers with objectively based information for making decisions on the administrative and programmatic aspects of CAP operations and management. The work encompasses program analysis, program evaluation, performance measurement, and/or foundational fact-finding.
Supervisory Responsibilities
Overseeing a team of analysts and support staff, providing direction, and ensuring tasks are completed efficiently and effectively. Conducting performance evaluations, providing feedback, and implementing development plans to enhance individual and team performance.
Duties/Responsibilities/Essential Functions

Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations or policy in meeting established goals and objectives

Analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology

Conducting studies of organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures

Determining resource requirements (for example, staffing, funding, equipment) based on program or project objectives or operational needs

Developing management and/or program evaluation plans, procedures, and methodology

Identifying and developing data required for use in the management and direction of programs

Planning the disseminating strategy for sharing information and data timely using appropriate mechanisms and practices

Researching and investigating new or improved business and management practices for application to programs or operations
Job Qualifications

Educational
-
Master’s degree or two years of progressively higher-level graduate education leading to a master’s degree or equivalent graduate degree

Knowledge
-
In-depth understanding of CAP missions, programs, regulations, and objectives

Knowledge of budgetary and financial management principles as they relate to program planning and evaluation preferred

Experience
-
At least two years of experience in analysis, program evaluation, or related field

Prior experience in a supervisory or leadership position managing teams and overseeing projects

Experience using data and analytics tools is preferred (i.e., Excel, Power BI, Microsoft Project, etc.)

Skills and Competencies

Strong analytical and evaluative skills to assess program effectiveness and efficiency

Proven ability to lead and manage teams, including performance management and conflict resolution

Excellent oral and written communication skills for effective reporting and stakeholder engagement

Proficiency in project management, including planning, resource allocation, and time management preferred

Certificates, Licenses, and Registrations

Valid State driver’s license

Project management professional (PMP) preferred
