Civil Air Patrol Board of Governors Member
Lt. Col. Andrew J. Oppmann, who has served in various marketing and communications roles in Civil Air Patrol at wing, region, and national levels, serves as a CAP-selected member of the Board of Governors. He brings experience in public affairs, strategic communications, media, and organizational leadership to CAP’s top governing body.
The Civil Air Patrol Board of Governors is the organization’s governing body and provides strategic oversight, fiduciary stewardship, and long-term governance direction for CAP’s congressionally chartered missions.
Oppmann’s professional career includes service as vice president for marketing and communications at Middle Tennessee State University, where he leads university-wide communications, marketing, storytelling, and executive-level outreach.
At MTSU, his work also includes oversight of organic and paid advertising, communications strategies, public information, and the university’s True Blue TV platform. Before joining MTSU, he worked for more than 25 years as an executive, editor, or reporter for newspapers and media groups in seven states.
Oppmann, who joined as a cadet in 1979, returned in 2014 as an aerospace education officer to form a partnership between CAP and MTSU, which hosts the Cadet Engineering Technology Academy, one of CAP’s National Cadet Special Activities. He also served as CAP’s interim national marketing chief, advisor to the chief, Southeast Region director of public affairs, and Tennessee Wing government relations director.
He holds a Doctor of Education and a Master of Professional Studies degree from MTSU and a bachelor’s degree from the University of Kentucky.
