Please note that regions and wings have processes and procedures when it comes to vehicle management. Get with your respective region/wing on their processes and procedures to ensure you follow all the correct guidance. A good example of this is a wing requiring all approvals for vehicle maintenance to go through them. As the wing is allocated and responsible for their vehicles, this is within their scope.

1. What to do if the EFS card does not work?
Ensure you enter all the information correctly. You can click here for the EFS Card guide. If you are still having issues with the EFS card, please contact Brandy King via phone at 334-953-9395. If you are unable to reach her, please contact CAP/LGT via phone at 334-508-1193.
If you are unable to reach anyone, use a wing credit card if available and CAP/LGT will reimburse the wing. If personal funds/credit cards are used, CAP/LGT will reimburse the wing and the wing is responsible for member reimbursement.
2. How do I request for vehicle maintenance after working hours or for urgent situations?
CAP/LGT does not approve “blind request” or request without documented estimates in any situation. Estimates need to clearly show the services being done and the cost. Email the estimate to emanning@capnhq.gov then call 334-508-1193 to request the expedited service for the vehicle. Make sure your email has the attached estimate and the vehicle number to prevent delays. Please note you may experience delays with this process as it is after normal working hours and there are no emergency vehicle maintenance procedures.

3. Can I tow with a CAP van?
Yes, you can tow with a CAP van. You need to have the appropriate driver permissions in OPS QUAL.
Requirements: The driver must be 21 years of age, the driver has to complete the 3rd phase of Driver Orientation Training, the driver has to be approved by their commander (or designee), a trailer inspection using the CAPF 132T must be conducted, only one passenger (sitting next to the driver) is allowed, a check ride must be conducted (to ensure driver’s towing experience), and the driver must know and follow the manufactures’ specifications on towing for the vehicles.
4. Can Wing Bookkeepers drive COVs?
Yes, wing bookkeepers are CAP employees and with their employment are allowed to drive COVs for their official duties if they have a active state driver’s license.
5. Does a CAP member, who is an employee, need CAP driving permissions to drive a COV?
It depends, CAP employees are able to drive COVs for their official duties. However, if the employee is off work and wants to drive as a CAP member, then they require CAP driver’s permissions to be approved.
6. Can the wing approve driving permissions if the member's state driver's license is with another state?
Yes, the wing still needs to do its due diligence and check the member's DMV record in the issuing state.
7. What happens if the EFS card is incorrectly charged?
The wing is responsible for issuing driver’s permissions and educating its members on the correct usage of the EFS card. When an incident of the EFS card being used incorrectly happens, immediately notify CAP/LGT and Brandy King. Make sure the receipt is uploaded in WMIRS and marked as “NHQ Credit Card Paid”. Those funds are draft back from the wing’s account during the monthly reconciliation and the wing has to seek reimbursement from the member who used the EFS card incorrectly.
8. What is the “Top 100 Listing” that CAP/LGT maintains?
The Top 100 Listing is a list composing of the top 100 vehicles in the fleet that have reached their end-of-life based on their age, mileage, and lifetime maintenance cost. These vehicles are deemed Beyond Economically Reparable (BER) by CAP/LGT and are the priority for vehicle retirement. A BER vehicle means the vehicle is not worth CAP spending any more funds to pay for its maintenance. As such, when a vehicle on the Top 100 Listing needs maintenance approved by CAP/LGT, the vehicle is retired instead.
9. How can I get a copy of the “Top 100 Listing” and is it posted anywhere?
The Top 100 Listing is updated monthly and posted here.
10. How do I get radios installed in COVs and do I use the EFS card to pay for it?
COV radio installations are coordinated though the Communication team at National Headquarters (NHQ). Do NOT use the vehicle’s EFS card to pay for any communication equipment or installations. Never use a vehicle's EFS card to pay for any communication equipment of installs. When an EFS card is charged for radio equipment or installations, it has been used incorrectly (see #7).

11. What are our vehicle recall procedures?
Vehicle recalls are initiated to address safety-related defects or non-compliance with safety standards in vehicles and their equipment. These recalls ensure that vehicles posing an unreasonable safety risk are either repaired or removed from the road, ultimately protecting drivers, passengers, and others on the road.
The wing/unit is ultimately responsible for the safe operation of their allocated vehicle. As such, the wing/unit needs to periodically check for vehicle safety recalls and have the vehicle inspected for safety.

12. How do we handle driving privileges for our members that are active duty and whose state driver’s license is not required to be renewed as long as they are active duty?
When submitting for their driving permissions, please upload a copy of their military ID along with their state driver’s license and use the date on their military ID as the expiration date.
13. How do I request for a CAP driving permissions when I have a non-state driver’s license that is recognized by the United States (such as a Canada driver’s license)?
When submitting for your driving permission, please select “AE” from the drop down menu when selecting your state. AE is to be used for any driving permission request for any license outside the United States, such as a military overseas driving licenses.
