A report of survey (ROS) serves as the official record of an investigation into circumstances that resulted in loss, damage or destruction of property and to determine if it was attributable to an individual’s negligence or abuse. It provides documentation to support adjustments to CAP property records. It further provides commanders information regarding material management weaknesses relevant to the case that will enable them to take corrective action to prevent recurrence. An ROS is required for loss or damage to property with a current value greater than $500.
Any damage to a COV greater than $500 will have an ROS conducted. Vehicle maintenance will not be approved if ROS actions aren't taken.
This damage can come from known or unknown means. Its always good to get an estimate of the damages.
If a vehicle receives damage from routine sources, such as rock hitting the windshield while vehicle was driving on highway, this does not need a ROS but CAP/LGT needs to be notified of the cause if the damage is over $500.
A CAP Safety Information System (or CAPSIS) report is not the same as an ROS. In most cases they will both be needed for the same incident. A CAPSIS is for safety reporting and focuses on mitigating dangers, hazards, and risk to personnel. An ROS is for logistic reporting and focuses on mitigating loss, damage, destruction of property and equipment.
