CAP Health User Guide

 




Welcome to CAP Health. This electronic health record is intended to be used to support your health and wellbeing when you are involved in various CAP events, missions, and activities, and in any situation in which you experience a health/medical incident or medical emergency. This information is both safe and secure, with access limited only to you (and for cadets under the age of majority, to your parents or guardians), health service officers involved in the event, and the activity director or commander. This user guide will walk you through the key features and functions of this innovative application, which has been designed to make your event participation safer and take into account any special needs or accommodations you might require. In addition, it is intended to improve the organization’s vital administrative functions and make them smoother than ever.

 

It's crucial to highlight that security and privacy are our top priorities. All medical information is encrypted at the database level, ensuring the highest level of protection for your sensitive personal information. Our tracking and logging system ensures transparency and trust, allowing only privileged users to access medical logs for reporting purposes, accountability, and compliance with organizational standards.   Privileged users refers to those CAP Members who have direct permissions to interact with member records in CAP Health.   As a general rule, only Health Service Officers (HSO) serving at the Activity or Unit, HSO designees (for a given activity), Activity Directors or Commanders, Incident Commanders (during a Mission), and the parents/guardians of under-age cadets have access to the information contained in your CAP Health record.

 

As you work through entering your health information, please remember that this information is secure and could be vital in the case of an illness or injury that could take place during the activity you are involved in. While, fortunately, the chances of any member experiencing a serious illness or injury is small, if it does happen, the information you provide in this record could be essential for you to receive the care you need.

 

While CAP’s Health Service Officers are limited by regulation to only providing care at the level of skilled first aid, and will not undertake to provide professional treatments or prescriptions during the activity, they will also endeavor to make appropriate referrals to outside, skilled health care personnel and facilities who may urgently need the information they can provide. For this reason, it is of great importance that you provide all the information available about your past and current health, knowing that this information will be maintained securely and will not be used to inappropriately limit your participation or experiences.

 

Some questions have been raised about the comprehensive nature of the information being collected. This electronic health record reflects the standard of health care documentation in the USA today. While it is up to the member to enter all of the important data, anything left blank (where there is an abnormality) could have key implications in the case of an illness or injury affecting that part of the body.

 

If challenges arise during CAP activities when the event HSO is either unavailable or unable to answer important questions, an “on-call” list of senior Health Services Officers at the national level is available through the NOC, the national operations center.  The 24/7 phone number to reach the NOC is: 888-211-1812.

 

On those occasions where a Mission or Activity takes place at a site that is not accessible to the Internet or Cell Service, the Activity HSO will be able to download a copy of participant’s CAP Health records for use during the activity.   That information will be deleted from the computer used upon the completion of the activity or mission.
