Upcoming Regulation Updates

CAPR 60-1 Cadet Pogram Management

Update expected 1 April 

Updates Include:

  • TLC On Demand (fully online, self paced pathway) will be another way to earn TLC credit

  • TLC renewal period will change form 48 months to 36 months beginning 1 January 2026 - coming in the CAPR 60-1 regulation update. 

  • Progressive Discipline guidelines make it clear that parental communication is important and allows for record keeping to track ongoing disciplinary actions. 

  • Commanders, assisted by legal officers, ensure that overnight activities within their Wing comply with health and safety requirements mandated by government. This includes NCSAs, NFA, CSAs, Encampments and other activities.

  • Instructs Commanders to not cancel and encampment, or deny accommodation requests prior to conferring with Cadet Programs.

  • Introduces the Encampment Commander’s Checklist as a tool for Wing leadership to review status of an encampment prior to the activity start.

 

CAPR 60-2 Cadet Protection Program

Update expected 1 April 

Updates Include:

  • CPP renewal will move from 48 months to 12 months, beginning 1 October 2025.  

  • Clarifies roles & responsibilities section to include Youth Protection Manager, wing commanders, region commanders, and wing legal officers.

  • Requires local leaders to ensure Overnight Security guests are escorted by a CPPtrained adult leader throughout their visit to cadet activities. Waives the “guest escort” rule during CAP events explicitly geared toward the public.

  • At overnight activities, requires cadet medications (except epipens and rescue inhalers) to be stored in a locked container controlled by an adult leader. Requires cadets to selfadminister their medications in the presence of an adult leader. 

  • Announces a new resource, the Youth Protection Manager, clarifies the role of Legal Officers in helping the commanders triage reports of CPP violations. Clarifies the process for reporting misconduct at multiwing activities.

  • Extends to all overnight cadet activities the prohibition of using cadets for “fire watch” or “CQ” or “security” after lights out (waivers available).
