Several wings have faced complications in fulfilling requirements for annual communication plans. One reason is that plans in past years have often included a huge amount of detail on communications program management, but the official template for 2018 left out most of this detail.
As a result, wings have been at a loss for how to handle all of the other things that used to be in their plans.
